stage 4 should be more then sufficient. I could go into details here, but short end of it is with your (generous) budget there is still no reason to spend that much on the oversize valves, and solid lifters etc, when you are going to need those funds for other things. A more no frill build with upgraded rods, pistons, hardware, and cams is really all you need imho.

skip the radiator, it should be fine. Now you have enough money left for install, or you could go big and go turbo back 3" exhaust.
